It's amazing, isn't it?
If Phelps was spotted with a tobacco cigarette in one hand and a bottle of whiskey in the other, alternately puffing and pounding down alcohol, coughing his lungs out, falling on his face and slurring his words, probably no-one would have even bothered taking his photograph.
On the other hand, inhaling the smoke of a relatively harmless weed is big time news!
